To the U.S. Department of Justice Civil Rights Division,

I am writing to request that the Department of Justice review the circumstances surrounding the death of 18-year-old Nolan Xavier Wells following a July 4, 2026 trip to Horn Island, Mississippi, and determine whether further federal investigation or civil-rights review is warranted.

A Jackson County grand jury recently returned a no true bill, resulting in no criminal indictments. However, Nolan’s cause and manner of death remain officially undetermined.

Since the grand jury’s decision, attorneys representing the Wells family have publicly presented additional information from an independent forensic examination of Nolan’s cellphone. The forensic examiner reported recovering extensive digital information, including GPS, application and communications data, and stated that some data had been deleted between Nolan’s last use of the phone and the time it was returned to his family. The examiner stated that he could not determine who deleted the information or why.

The Wells family’s attorneys have also raised questions regarding findings contained in Nolan’s state autopsy report and have publicly called for further investigation.

I respectfully ask the Department of Justice to independently review the available evidence and determine whether additional federal investigation, civil-rights review, or other action within the Department’s authority is appropriate.
